The Office of Civil Defense (OCD) reported on Monday that 38 locations across Luzon experienced flooding due to the combined effects of Typhoon Bising and the Southwest Monsoon, locally known as Habagat.
Assistant Secretary Bernardo Rafaelito Alejandro IV, officer-in-charge of OCD, stated that no deaths or missing persons have been reported as of yet.
“No major incident. No major floodings in a way as compared to ‘yung mga previous bagyo natin, yung ‘KLMNOP,” Alejandro said in an interview with Dobol B TV, referring to the sequence of tropical cyclones that battered the country in 2024—Kristine, Leon, Marce, Nila, Ofel, and Pepito.
“So very minor pa lang ang epekto nito. Parang practice lang,” he added, downplaying the severity of the current situation.
The OCD is keeping an eye on Pangasinan, where swelling of the Agno River could lead to flooding in surrounding areas. Alejandro also mentioned that assistance has been requested for 235 families in Narvacan, Ilocos Sur.
Impact on Population
According to the National Disaster Risk Reduction and Management Council (NDRRMC), around 82,548 individuals or 27,401 families in the Ilocos Region, Central Luzon, and the Cordillera Administrative Region (CAR) were affected by the inclement weather.
Of those impacted, only nine people or two families were staying in evacuation centers, while 3,002 individuals or 1,017 families sought refuge in other locations.
In the Ilocos Region alone, over 600 families experienced flooding due to Typhoon Bising. However, according to OCD Region 1 Director Laurence Mina, only 12 families had to be evacuated as a precaution.
“Bale nagkaroon tayo ng total na 617 families naapektuhan, pero wala ito sa evacuation centers. Ang nagkaroon lang tayo ng preemptive evacuation para sa 12 families…pero sa ngayon po, nakabalik na sa kani-kanilang bahay,” Mina said during the Bagong Pilipinas Ngayon program.
Meanwhile, the NDRRMC logged two landslides and two incidents involving falling debris in Central Luzon and CAR. Fourteen homes were reported damaged—12 partially and two completely destroyed. One road remains impassable, and five areas continue to experience power outages.
Classes were suspended in 219 locations, while work was suspended in 36 areas across the Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, CAR, and Metro Manila.
So far, assistance amounting to ₱352,891 has been distributed to affected individuals in the impacted regions.
Typhoon Bising (international name: Danas) exited the Philippine Area of Responsibility on Monday morning after weakening into a severe tropical storm.
