Robredo Urges Marcos to Appoint Leonen as Next Supreme Court Chief Justice

MANILA, Philippines — Naga City Mayor and former Vice President Leni Robredo has formally endorsed Supreme Court Senior Associate Justice Marvic M.V.F. Leonen to become the next Chief Justice, urging President Ferdinand Marcos Jr. to consider his qualifications and experience in leading the judiciary.

Robredo made the recommendation in a letter dated September 11, 2026, which was also furnished to the Judicial and Bar Council (JBC).

According to published reports, the JBC and the Office of the Chief Justice received the endorsement on September 23.

Supreme Court spokesperson Atty. Camille Sue Mae Ting confirmed that the Court had received Robredo’s letter.

Robredo Cites Seniority and Independence

In her endorsement, Robredo described Leonen as the most senior justice currently serving on the Supreme Court.

She emphasized his professional qualifications and record of independence in handling judicial responsibilities.

“He has shown neither fear nor favor,” Robredo said, expressing confidence in Leonen’s ability to lead the country’s highest court.

The former Vice President also praised Leonen’s contributions to constitutional interpretation, human rights, and institutional integrity.

Robredo argued that his experience could help strengthen public confidence in the judiciary.

Chief Justice Vacancy Approaches

The endorsement comes as incumbent Chief Justice Alexander Gesmundo prepares for his mandatory retirement on November 6, 2026.

The JBC has invited Leonen and four other incumbent Supreme Court justices to apply for the position.

Under the Constitution, the President appoints the Chief Justice from a shortlist prepared by the JBC.

Leonen’s seniority does not automatically guarantee his appointment, and Robredo’s endorsement is not binding on the President.

Endorsement Draws Political Attention

Robredo’s recommendation is politically notable because she and Marcos were rivals in the 2022 presidential election.

Despite their political history, the two have also engaged in official cooperation involving development initiatives in Naga City.

Robredo’s letter focused on Leonen’s professional qualifications rather than party politics.

She expressed confidence that Leonen could work with different sectors of society, including government officials, businesses, and communities experiencing poverty and inequality.

A Decision for the President

Leonen has served on the Supreme Court since 2012 and has taken on administrative responsibilities involving judicial reforms, court modernization, and access to justice.

His background also includes legal education and peace negotiations with the Moro Islamic Liberation Front.

With Gesmundo’s retirement approaching, attention is turning to the JBC selection process and the eventual appointment by President Marcos.

For now, Robredo’s endorsement places Leonen’s qualifications in the public spotlight as the country awaits the selection of its next Chief Justice.
